Expert to speak: GPP/JAP

Dynamic risk management system

The codex well-being at work requires employers to establish a 'dynamic risk management system' (DRBS for short) apply. The purpose of a DRBS is to planfully and systematically implement a prevention policy. The codex distinguishes two types of plans for this purpose: Global Prevention Plan (GPP) and Annual Action Plan (JAP).

The content of the GPP and JAP is determined by the risk analysis. Welfare legislation requires employers to identify the various welfare risks in their company. In order to manage these risks, a number of prevention measures will have to be formulated. These measures will be included in the GPP and the JAP.

Drafting a GPP and JAP is therefore truly customized. In fact, the dangers and risks vary from company to company. A good risk analysis is the basis for this.

The Global Prevention Plan and the Annual Action Plan.

The Global prevention plan (GPP). is your long-term planning and set up every 5 years. Nevertheless, it is important that you keep it up-to-date. New working methods, machines, etc. mean that risks are lurking and adjustments to the GPP may be necessary. The content of the GPP is described in Art. I.2.8 of the codex:

  • Results of risk analysis and prevention measures to be taken;
  • Priority objectives and the necessary activities and resources to achieve them;
  • Assignments, obligations and resources of all involved;
  • Method of adjusting the GPP to reflect changed conditions;
  • Policy evaluation criteria.

Next, we go into the Annual Action Plan (JAP). determine the concrete implementation of the JAP for the coming fiscal year. We set the JAP for the coming service year at before November 1. Therefore, do not delay too much the drafting of a new JAP. The content of the JAP is also described in the codex (Art. I.2.9):

  • Priority objectives next service year and the activities and resources necessary to achieve them;
  • Assignments, obligations and resources of all involved;
  • Adjustments to be made to the GPP due to changed circumstances, accidents, the annual report or opinions of CPBW.

What? Increase knowledge of fire safety among employees through training in small fire extinguishers.

It is the employer are responsible to provide a GPP and a JAP. When drawing up both the GPP and JAP, the employer involves his hierarchical line and seeks the advice of the Internal Service for Prevention and Protection at Work (ISPPW). He then also submits these plans to his Committee for Prevention and Protection at Work (CPBW) for approval. In the absence of a CPBW, they are submitted to the union delegation or to the workers through direct participation.
